Evolution of Strife: Bolivia’s Battle for Democracy Amid Disqualified Presidential Candidates

Evo Morales, the former president of Bolivia, has warned that there will be a “convulsion” in the country if his candidacy for the 2025 elections is disqualified. Morales believes that mass action is the only way to win this struggle and has heard that various sectors anticipate difficulties if his candidacy is annulled. The possibility of disqualifying his candidacy arose after a ruling by the Constitutional Court last year, which stated that indefinite reelection is not a human right and can only be applied once, continuously or discontinuously. However, Morales maintains that he is legally and constitutionally enabled to be a candidate, as confirmed by consultations with national and international experts.

The ruling party, the Movement Towards Socialism (MAS), celebrated its 29th anniversary with two separate events this year. Tensions between the two factions were evident at last year’s anniversary event when Morales questioned the government’s achievements and Arce advocated for pluralism of ideas within MAS. Morales criticized Arce for not fulfilling mandates to hold coup plotters accountable in the aftermath of the 2019 crisis that led to Morales’s resignation and exile. He also accused the government of deviating from MAS’s anti-imperialist tradition by offering bribes to officials to distance themselves from MAS.

The rift within MAS extends to the legality of Congress re-electing Morales as Bolivia’s sole candidate for 2025 elections, with pro-government sectors calling for new Congress elections.
