In the aftermath of the March 22 attack at the Crocus City Hall concert hall in Moscow, which resulted in 144 deaths and around 500 injuries, Russian dictator Vladimir Putin has announced plans to increase troops in Ukraine. The attack was claimed by the Islamic State of Khorasan Province, but Russian authorities insist that the trail of the attack leads to Ukraine, a claim that the Kiev government denies.

According to the Russian Ministry of Defense, up to 1,700 people are showing up daily at selection centers for contract enlistment. The majority of candidates mentioned their desire to avenge those killed in the tragedy as their main motivation for signing up.
